The 2023 Disneyland ticket special is available to anyone with a California ZIP code. Disneyland defines a California zip code as ZIP within 90000-96199.
Disney has stated that proof of valid government-issued photo ID is required both at purchase and in order to enter the parks.

Disneyland Summer 2023 Special Events
Summer is a wonderful time to visit Disneyland this year that includes the Disney100 celebration of the 100th anniversary of The Walt Disney Company. This celebration features the Magic Happens parade which ran for just a few weeks before COVID, special Disney100 fireworks, a new World of Color show, and the new Mickey and Minnie's Runaway Railway attraction. San Fransokyo from Big Hero 6 will also open sometime this summer. The Pacific Wharf area in Disney California Adventure is being converted into San Fransokyo from Big Hero 6. The area will feature new restaurants and a Baymax meet and greet. You can see concept artwork, construction photos, and more here. No opening date has been announced yet, but the area will open this summer. We expect details on this Disneyland summer opening very soon.

Halloween Time at Disneyland
Halloween at Disneyland begins on September 1st which means you can see part of your California Resident discount ticket for visits during Halloween time. The entire Disneyland Resort is decorated for Halloween including special park decorations and overlayed attractions with Disneyland Halloween themes
Guests can enjoy the Halloween Screams fireworks show at Disneyland, the Nightmare Before Christmas overlay on the Haunted Mansion, the Halloween overlay on Guardians of the Galaxy in California Adventure plus also add a night to enjoy Oogie Boogie Bash!
Halloween is popular at Disneyland and visiting in September is the best time to go to avoid some of the most crowded days of the year.

Disneyland is currently offering a California Resident discount for use in the Summer and Fall of 2023. Throughout the year, Disneyland will occasionally offer California Resident discounts and offers the annual passes (Magic Key) reserved just for California residents that is less expensive.
Disneyland tickets for California residents using the discount offer start at $241 for a 3-day 1-park per day ticket to $410 for a 3-day park hopper with Genie+ ticket.
Proof of eligible residency, including a valid government-issued photo ID, is required for purchase and park admission for California resident offers. There is not currently an alternative acceptable proof of residency; you must have a government-issued photo ID that reflects the appropriate zip code
Using the California resident ticket offer, a family of four could get four discount tickets at $241 per ticket for a 3-day 1-park per day.
