Disney strongly enforces these costume guidelines for an important reason. They exist so that guests do not confuse adults dressed up as characters with official Disney Cast Members. Disney keeps this controlled to maintain the immersion of the parks for younger kids and mitigate any potential misrepresentation of the character or inappropriate behavior from non-Cast Members who are in costume.

For instance, Disney enforces the rule that you can't pose for pictures or sign autographs for other guests, and that your costume does not include objects that could be mistaken for a weapon or sharp materials that could hurt another guest.
